On Tuesday, Oct. 21, at approximately 12:14 a.m., the Winona Police Department, along with the Montgomery County Sheriff's Department, arrested 30-year-old Wincia Tyreese Tyler of Aiken, S.C., after a traffic stop was conducted on Highway 82 near North Central Avenue.
