In the absence of Mayor Aaron Dees, Mayor Pro-Tem Charles Harris presided over the Tuesday evening City of Winona Board of Aldermen meeting. Mayor Pro-Tem Harris, who also serves as Alderman for Ward 4, called the session to order and began by welcoming guests to the proceedings.
