Sam Howell gave me his cellphone number over a decade ago when I first began my service as Carroll County’s Coroner/Medical Examiner Investigator. It came with a message, “don’t hesitate to call when you need our help.” It turned out to be a valuable number and message from the director of the state crime lab.
