Carroll County is close to receiving their first allotment from the state from Senate Bill 2002. The board passed a memorandum of understanding that authorizes the spending of the $500,000 that was allotted during the legislative special session.
Board attorney Kevin Horan said the memorandum outlines the parameters that must be met when spending the money. He said it can only be spent on the allocated project and can’t be spent on anything else.
“What if we get bids that come under $500,000?” Supervisor Jim Neill asked. “Let’s say it’s $300,000 or $450,000, and we have some left?”
“It has to be spent on the project,” Horan said. “If the bid is $650,000, you only have $500,000. If it’s $400,000 then you have $100,000 left that has to be spent on the project.”
Horan, who’s also a member of the Mississippi House of Representatives, said it could change if either he or Senator Lydia Chassaniol introduces legislative that makes the money local and private.
“Then, it could be spent elsewhere,” he said.
Horan said the memorandum gets the ball moving and the county is able to advertise the project.
“Has anything been done on the project?” Horan asked Supervisor Claude Fluker.
“No, nothing’s been done.”
Neill asked Horan how the state found $500 million to allocate to the projects.
“It came from diversion, internet sales tax and the general fund. Two hundred million dollars went toward projects and the Mississippi Department of Transportation received $300 million.”

Accepted proposals from Gardner Engineering, Willis Engineering, Johnson and Adams and Atwell and Gent for work on the lift station from Highway 82 to the Greenwood-Leflore Airport and from Calvert and Spratin, Gardner Engineering and Willis Engineering for the fiber optic project also from Highway 82 to the Greenwood-Leflore Airport.
John Wiggers of North Central Planning and Development said the project was re-advertised because it had the proposed cost price in the proposal. He said the proposals will be graded and the board will meet on Oct. 22 to decide who will be awarded the project.
Approved a general release and settlement of all claims on County Road 282.
Approved Double S, Inc. to complete work on the Beasley Creek Walking Trail in the amount of $104,000.
Approved payment to the Winona Veterinary Hospital in the amount of $152 for three dogs that were boarded and later euthanized.
