A Winona man who was arrested on May 24 was bound over to the Grand Jury in Winona Municipal Court on Tuesday.
Cecil Wheeler, 34, was arrested for felony domestic violence in a case previously reported by The Winona Times and The Conservative.
Police Chief Roshaun Daniels said officers were dispatched to a South Applegate Street residence following a domestic dispute call. Wheeler’s mother, Lavon, told police she was physically assaulted by Wheeler, and upon assessment, police officers found marks indicative of assault on her.
“Based upon your signing of the waiver,” said Judge Keith Stokes Roberts, “the court finds that a crime was committed, was committed in the court’s jurisdiction. Therefore, the court binds the defendant, Cecil John Wheeler, over to await the action of the Grand Jury.”
Wheeler’s previous bond of $50,000 was not reduced, and Judge Roberts ordered Wheeler to have no contact of any kind with his mother.
“Don’t contact her through social media, in person, through third party or on the telephone,” he said. “If you do, that will void the terms of the bond.”
Judge Roberts then remanded Wheeler back into the custody of Winona police.
