On Oct. 31, 2023, Carroll County Deputies conducting a routine safety checkpoint with on Highway 7 in the Avalon area were investigating a suspicious VIN plate that had been pointed out by a State Highway Patrolman. While the plate was checked out, a deputy noticed a clear plastic bag sticking out from under the passenger-side seat.
