Much was discussed in the Monday, June 30, Carroll County Board of Supervisors meeting. It was noted at the beginning of the meeting that Beat 2 Supervisor Josh Hurst would be absent. Following the prayer, the Board delved into business.
The first major matter of business discussed during the meeting was regarding the progress on the Mississippi Department of Archives and History Courthouse Grant project.
“The next one is the Notice to Proceed on the MDAH Courthouse Grant Project. They will start Monday. We’ll meet once a month - they [Ramsey Construction] want to be paid once a month when we do the claims. Of course, Beard and Riser will sign off on that before we do anything. They have to be finished by January 3rd,” Clerk of the Board, Casey Carpenter explained the conditions.
Clerk Carpenter proceeded to explain that the construction schedule has been worked out to prevent interference with court and/or events such as Pilgrimage. He continued to explain that while it is not certain, he is expecting reimbursement for the project to begin once the county begins paying for construction work each month. Following this brief discussion, the Board approved the Notice to Proceed for the MDAH Courthouse Grant Project on a motion by Beat 5 Supervisor Randy Browning seconded by Beat 3 Supervisor Dill Tucker with all present in favor.
The next major matter of discussion was regarding the Carrollton Clinic. Board Clerk Carpenter explained that the building where they had intended to move the clinic could not be approved by the state for various reasons. He explained that the square footage of the intended building was too small to compensate the nine staff members that would be working there.
“When I met with the state, [they said] we had to have a certain amount of square footage per person, and we don’t have it. Plus, we would have to renovate that building - it wouldn’t work - you’d have to put two bathrooms up front - it’s just not [realistic],” Carpenter explained.
He went on to say that he wanted to discuss the issue further with Board Attorney Kevin Horan, as well as discussing drawing up a contract for rent. He explained that charging rent would help with the upkeep of the building in the meantime until a more suitable office space is located.
After the discussion of business, the Board recessed the meeting to open bids for two projects, LSBP-08(47) and SABP-08(01). While bids were opened during the session, no bids were immediately accepted. The Board moved in both cases to accept the lowest bids, contingent on engineer approval.
In other news the Board:
• Approved MASIT policy changes.
• Agreed to drop insurance coverage from the following properties; 505 Lee Street in the amount of $256,000 and contents in the amount of $234,000, and 1404 Highway 35 Vaiden in the amount of $29,000.
• Approved to pay the following claims: Midsouth Copier Systems, Inc. contract for the Vaiden Circuit Clerk’s Office in the amount of $1,083. Pay Sidney G. McDaniel and Linda K. McDaniel for 1.006 acres right-of-way deed for LSBP-08(47), Beat 3 in the amount of $1,700. Pay Paten Vincent McDaniel for 0.392 acres right-of-way deed for LSBP-08(47), Beat 3 in the amount of $1,000. Circuit Court mileage reimbursement for Angela Cleveland in the amount of $28.
• Agreed to pay Casey Carpenter for attending youth court per HB1451, effective July 1, 2025.
• Approved Sixth Chancery Court District Order for Compensation of Official court Reporter in the amount of $76,800 effective July 1, 2025.
• Approved Order Setting Compensation for Court Appointed Attorneys in the Fifth Circuit Court District effective July 1, 2025.
• Agreed to appoint Tammy Thomas as Official court Reporter for the Fifth Circuit Court District effective July 1, 2025.
• Accepted Bond Transcript Certificate signed by Casey Carpenter on June 9, 2025.
• Approved change order for project Hwy 430 overlay.
• Accepted MDOC Inmate Housing Agreement with CCRCF.
• Approved pay increases to $21 per hour for 4 deputies, effective 4th of July pay period.
• Agreed to reimbursement for a 2024 tag.
• Approved a 30 day extension for the Tax Collector to present the Real and Personal Rolls.
• Agreed to advertisement of County Resources for the Carroll Academy 2024/25 Media Guide Ads and Sponsors in the amount of $275, and a new J.Z. George High school sign for Field and Gym in the amount of $300.
• Approved reimbursement for Caleb Fennell, deputy sheriff, to attend SSGT Protect and Prevail class June 30 through July 2, 2025 in Jackson, MS.
• Agreed to reimburse deputy sheriff Adam Eubanks to attend ROCIC 34th annual Homicide Conference October 5 through 8, 2025 in Austin, TX.
• Approved the spread of the following items to the minutes: CCRCF May 2025 Meal report. J.Z. George school budget and information. Request for applicant closeout, project completion, certification report, and final project inspections signed by Ken Strachan regarding the 4697-tornado project, FEMA-4538 De-obligation of funding and project closure and Appeal Letter for FEMA-4874. Applicant Information sheet regarding the 4874DR, March 14-15, 2025. Mollie Jenkins 2025 Justice Court Clerks Conference Certificate of Completion. Courthouse Preconstruction Meeting Agenda with Beard and Riser and Ramsay Construction and certificate of liability insurance. Project start time is set for July 7, 2025 and progress meetings will be held the 3rd Tuesday of each month. Ramsey Construction would like to be paid once a month through claims.
