WINONA – A Winona man has been arrested and charged with statutory rape, the Winona Police Department announced Tuesday.
Charles Fleming, 22, of Winona was arrested and charged with statutory rape Tuesday by the Winona Police Department in connection with an incident that occurred around March 1, 2019. He was arrested at a residence on Campbell Street.
Captain Dan Herod, chief investigator with the Winona Police Department, reported that the victim was a 14-year-old female.
“This was an investigation between the Winona Police Department and the Montgomery and Carroll County Child Protective Services,” Herod said. “The investigation and DNA results led to Charles Fleming being named as a suspect.”
Herod said Winona City Judge Alan D. Lancaster set bond at $50,000. Fleming is scheduled to appear in Winona City Court today.
