A Winona man is facing the action of a Montgomery County Grand Jury after being charged with molesting a child for lustful purposes.

Rafford Joey Winstead, Jr., 40 was administratively bound over to the grand jury by Winona Judge Alan D. Lancaster during last Thursday’s session of Winona City Court.  Winstead is currently out on a $10,000 bond, said Captain Dan Herod, chief investigator for the Winona Police Department.

According to Herod, the charged stemmed from an incident that occurred at Sonic on Highway 82 in Winona on June 22.

“The victim was 16-years-old, and Winstead was a supervisor,” Herod said.  “I’m not providing any more information due to the age of the victim and the integrity of the investigation.”

Grenada attorney, Kevin Horan, represented the defendant.
