The Monday, April 7, Carroll County Board of Supervisors Meeting was relatively short and concise with little discussed in depth during the meeting. It was noted at the beginning of the meeting that Beat 3 Supervisor Dill Tucker was absent from the meeting. As only a few topics were discussed in detail during the meeting, the main points are as follows.
The most discussed matter of business was brought to the Board by Affordable Employee Benefits Insurance Representative Karen Pogue and Blue Cross Blue Shield Insurance Representative Katie Green. BCBS Representative Green was introduced to the Board by AEBI Representative Pogue, who stated that Green was there to answer any questions the supervisors may have about BCBS’s Big Blue Bus and other services offered to county employees. Green stated that her primary concern for being there was to introduce the Board to the Big Blue Bus, which is a mobile clinic that can be brought to the county and allow for county employees to have a wellness checkup without them needing to take a vacation day from work for a doctor’s appointment. She explained that the primary goal of the Big Blue Bus was to ensure that those covered under BCBS could utilize their afforded annual wellness visit without the need for taking a personal day from work. She explained that currently, only about twenty-five percent of county employees were completing a wellness visit annually. Green explained that to organize a visit, she would need to know where to show up, a date, and what or how many employees are interested in having a checkup completed on site. Employees who are interested will be able to complete a form requesting a visit and after being assessed for their eligibility, an appointment can be scheduled.
“So how does this work? Employees would register, we’d schedule an appointment there is no wait time. If you have a 9 a.m. appointment, you show up at 9 a.m. for your initial wellness visit. We’re going to obtain your blood pressure, cholesterol, height, weight, we do a venipuncture - and you get your results that day,” Green explained the procedure for a wellness visit. “You would have an opportunity to get, pretty much, a thorough explanation from our nurse practitioner as to what your results are. And if anything is found - our nurse practitioner would discuss medication intervention.”
She proceeded to explain that those who needed further intervention or monitoring would be able to schedule a follow up appointment for free. In addition, the organization has a wellness coach and registered dietitian on staff to help with interventions. In this mode of service, the staff are only able to see roughly ten patients a day. This would be mediated by having the bus scheduled for a set number of days during which more employees could make use of the service. The Supervisors decided to move forward with the offer of scheduling the Big Blue Bus, however are first going to get an estimate of the number of county employees who are interested in taking advantage of the service.
In other news the Board:
• Approved the minutes for March 3, 20, and 31, 2025.
• Agreed to reimburse Tammy Inmon and Alison Marshal to attend a conference in Biloxi June 23-25, 2025.
• Agreed to reimburse Tammy Inmon to attend a conference in Starkville May 8-9, 2025.
• Approved to reimburse all 5 Supervisors, Board Attorney Kevin Horan, Shane Correro and Board Clerk Casey Carpenter to attend the Mississippi Association of Supervisors 96th Annual Convention in Biloxi June 9-12, 2025.
• Agreed to pay the following claims: CG FCSF II Seed Asset, LLC in the amount of $1,755 to purchase land for SABP08(01) project and pay Affordable Insurance in the amount of $949.18 for ACA Reporting, 134 Forms.
• Approved to transfer monies from Money Market account to General Fund Bank Account to cover Gallagher Insurance payment.
• Approved Vaiden Permit Application for Use and Occupancy Agreement for the construction or adjustment of a utility within county road right-of-way, Highway 430, County Road (CR) 30 and CR 31.
• Agreed to a contract with Waste Management for the two 8 yard dumpsters at the old Carrollton Jail. The bill will come to the county instead of The Town of Carrollton.
• Approved to hire Lexi Melton as the Payroll/Insurance Clerk effective April 12, 2025 on a 90-day probation period.
• Agreed to support the Fannie Lou Hamer’s Community Health Scholarship Award for 2 males in the amount of $500 per scholarship recipient.
• Agreed to spread the following items to the minutes: Casey Carpenter, Clerk of the Board, presented the Board the Comparative Budget for the month of March 2025. 1st and 2nd District Land Redemption Settlements for February and March 2025. Board Attorney approved the bid from Harold Floyd Heating and Air, Inc. to make repairs to the CCRCF HVAC System. Willis Engineering approved the bid with Double S, Inc. in the amount of $22,544 for Cemetery and Mary Street for DRA MS-7528 and approved the bid with Falcon Contracting in the amount of $431,865.80 for Highway 430 Overlay for DRA MS-7524. Third Quarter Appropriations will be emailed to the Sheriff and Tax Collector. CCRCF February 2025 Meal Report. Revised State Aid Project SAP-08(09)M. Fiscal Year 2025 Bridge Posting for CR 278.

• Agreed to recess until April 28, at 9 a.m. in the Vaiden Courthouse.
