To start off the business of the Oct. 7 Carroll County Board of Supervisors meeting, the Board heard from Emergency Management Director Ken Strachan. Director Strachan reminded the Board of Fall Severe Weather Preparedness week being designated for Oct. 7 through 12. He stated that he has been distributing Hurricane Preparedness materials this week. In addition to this he reminded those present of the statewide tornado drill dated for Wednesday, Oct. 9, at 9:15 a.m.
Much later in the meeting, the Board recessed the regular scheduled meeting to accept bids for Beat 4 to purchase one used dump truck and for Carrollton Courthouse Elevator repairs. The Board first addressed the bid for Beat 4 to purchase a 2015 or similar dump truck. The standard practice when looking for bids or quotes for equipment usually requires at least 2 bids to be acquired for the Board to accept a bid. However, in this instance, the Board has advertised for bids more than once and has only received one bid in the process. Due to this issue, Board Clerk Casey Carpenter sought legal advice from Board Attorney Kevin Horan.
“We’ve only got one bid and my understanding of the legislature is that… if you only get one bid and you’re using federal money you’ve got to re-advertise… This is such a gray area. I’ve got some more quotes, but not bids,” Board Clerk Carpenter explained the issue.
Prior to a decision being made, Clerk Carpenter read the one bid that was received from TK Truck and Part Sale LLC in the amount of $84,000. Following this, he read the quotes that he was able to find online for dump trucks with similar specifications and mileage. He reported that he had found a dump truck with less miles for $100,000 and another with slightly more miles for $74,490. After much discussion on the subject, Board Attorney Horan advised that the Board could accept the bid contingent on the USDA grant funding being approved for its purchase. The Board accepted this with a motion made by Beat 4 Supervisor Claude Fluker and seconded by Beat 3 Supervisor Dill Tucker with all in favor.
Next the Board moved on to discussing contracting bids to fix the Carrollton Courthouse Elevator. County Engineer Shane Correro read the bids, of which only two bids were returned for this project. The first bid from KT Builder Inc. was rejected due to lacking necessary paperwork. The second bid, received online, was from TK Elevator in the amount of $167,822.80. After some discussion of the issue, the Board decided to accept the bid from TK Elevator on a motion made by Beat 2 Supervisor Josh Hurst and seconded by Beat 5 Supervisor Randy Browning with all in favor. The expense is expected to be covered by insurance.
In other news the Board:
• Approved the minutes for the Sept. 3, 10, 13, 23 & 30, 2024 meetings.
• Agreed to write a check from the General Fund to Sheriff Clint Walker for Department petty cash in the amount of $1,000.
• Tabled the discussion regarding the approval of Resolution REappointing Tommy Thornton to Serve a five year term as Commissioner of the Mississippi Regional Housing Authority NO. IV, stating that any officials to be appointed are to appear before the Board.
• Approved reimbursement for Ken Strachan to attend MCDEMA 2024 Mid-Winter Emergency Education Conference, Nov. 19-21, in Biloxi.
• Tabled a discussion for paying RockCo Mining LLC in the amount of $2,618.35 for Beat 1.
• Agreed to sign the MDEQ Small Construction Notice of Intent (SCNOI) for work on the CR 31 bridge.
• Approved BRV Equipment quote in the amount of $4,500 to make repairs to CR 278 bridge, Beat 5.
• Agreed to pay up to $65,000 to Arrow Disposal Services Inc. for the monthly garbage bill.
• Approved to pay Ken’s Body Shop in the amount of $2,894.40 for Beat 2 truck repairs.
• Accepted the docket of claims.
• Agreed to spread the following items: Casey Carpenter, Clerk of the Board, presented to the Board the Comparative Budget for September 2024. A Letter from the Department of Revenue for Carroll County not to expend the one mill due to the audit of rolls is not complete at this time. Jimmy Harper, VSO, Mississippi Veterans Affairs Accreditation. CCRCF Meal Reports for August and September. 2023 Audit Related Party Questionnaire, Internal Control Questions for County Officials, Engagement Letter and Accompanying Peer Review Report and Management Representation Letter. Fiscal Year 2025 Bridge Posting for CR 278. State Aid Project No. SAP-08(8)M change request No. 2.
