The celebration of Constitution Week began when the National Society, Daughters of the American Revolution in 1955 petitioned Congress to set aside September 17 through 23 annually to be dedicated for the observance of Constitution Week. The resolution was adopted by the U.S. Congress and signed into law on August 2, 1956. Public Law 915 guarantees the issuing of a proclamation by the President of the United States of America designating September 17 through 23 as Constitution Week.
Therefore, the members of the Carrollton Third Arrow Chapter, NSDAR, proclaim the week of September 17 – 23, 2024, as Constitution Week and call upon all citizens of Carroll County to reaffirm the ideals the framers of the Constitution had in 1787 by protecting the freedoms guaranteed to us through this important document.
On Tuesday, September 3, Proclamations were issued by Third Arrow Chapter to the Chancery Clerk Casey Carpenter; to Pam Lee, the Mayor of Carrollton; to Ken Strachan, the Mayor of North Carrollton and to Jim Neill, the President of the Board of Supervisors calling upon all citizens of Carroll County to celebrate Constitution Week by commemorating the two hundred and thirty-seventh anniversary of the framing of this important document. In turn, the city and county officials issued their own proclamations calling upon their citizens to join in the celebration. Beginning on September 17 as a part of “Bells Across America” the bells at the Carrollton Methodist Church, the Carrollton Baptist Church and at the Carroll County Courthouse will ring each day during the week at 4:00 p.m., the time the Constitution was signed at Independence Hall in Philadelphia on September 17, 1787.
Third Arrow Chapter Constitution Week Chairman, Dianne Ellett, ordered pocket Constitution handbooks, U. S. flags, flag lapel pins, Constitution bookmarks and made copies of lesson plan materials on the founding fathers who signed the Declaration of Independence and the Constitution, including Charles Carroll of Carrollton, Maryland for whom Carroll County is named to be delivered to American History or American Government classes at both Carroll Academy and at J. Z. George High School. Mrs. Allison Melton, Carroll Academy’s Elementary Art Teacher is sponsoring a Constitution Week Poster Contest with her elementary art students for Third Arrow Chapter. The posters will be displayed at the school for Constitution Week.
Mrs. Dianne Ellett also delivered a Constitution Week poster display to the Carrollton/North Carrollton Library along with Constitution handbooks, bookmarks, materials on the Founding Fathers, flags and lapel pins for use by patrons at the library during the week of September 17 – 23.
On Tuesday, September 17 the Carroll Academy Student Council Association, sponsored as the Douglas Carroll Junior American Citizens by Third Arrow Chapter, will hold a brief ceremony and issue a proclamation calling on all students, faculty and staff at the school to join in celebrating Constitution Week.
The J. Z. George National Beta Club, sponsored as the J. Z. George Junior American Citizens by Third Arrow Chapter, will also hold a brief ceremony on September 17 with the issuance of a proclamation calling on all students, faculty and staff at the school to join in celebrating Constitution Week.
