Despite the length of the Monday Carroll County Board of Supervisors meeting, only a few points of business were elaborated on. Firstly, Mrs. Leigh Ann Reeves of Entergy introduced herself as the Board and county’s liaison for the company. She stated that her purpose at the meeting was to introduce herself and make it known that she is the main point of contact for the company in the area and she is more than willing to help where needed.
Next on the list of guests was Charles Humphrey, a local there to express his concerns for the implementation of solar power on the county level. He spoke briefly on the matter, citing toxic runoff and ground water contamination as his reason for opposition to the implementation of local solar power. He stated that despite the possibility being more likely to be addressed by future Board members than by present ones, he wanted to make his points heard. Currently the Board has no known intentions of implementing solar fields at the county level.
North Carrollton Mayor Ken Strachan followed on the list of guests. Mayor Strachan spoke about the reimbursement of funds in the amount of $9,991.32 to Carroll County from Mississippi Emergency Management Agency. The funds being reimbursed were initially expended by the county to address damages from the March 24 tornado in 2023. The funds helped in recovery efforts in Beat 4 on County Roads 145 and 157.
Tax Accessor Tammy Inmon was the final guest on the agenda to bring business before the board. She sought to amend a receipt on Austin Casey Murphy to reflect his Disabled American Veteran exemption for the 2023 tax year and refund the mortgage company for what was already paid. She asked to amend a receipt on personal property owned by APA for equipment that has been out of possession for years. Her final point was to address a quote made for Tri-State Consulting Services to provide online data hosting services for Carroll County. The quote given was $5,350 for yearly licensing and hosting fees.
In other business, the Board:
Approved a Standard Short Form of Agreement Between Owner and Beard + Riser Architect for the MDAH Grant at a rate of 7 percent.
Approved the payment of the following claims: Midsouth Copier Systems, Inc. in the amount of $402.58 for the MSU Extension Office, Delta Electric in the amount of $34,008.20 for relocating on Project LSBP-08(46) Beat 3, and Terminix yearly contract for the Vaiden Courthouse in the amount of $414.
Approved to pay Casey Carpenter a Semi-allowance for attending Board Meetings for the Term, payable in January and July of each year.
Approved the Carroll County Regional Correctional Facility Commissary Contract.
Agreed to reimbursement for Local System Bridge Project Funds for Project No. LSBP-08(45). Establish LSBP Funds in the amount of $2,485 for Right of Way acquisition and $6,450 for utility relocation of water lines on County Road 176.
Agreed to reimbursement for Local System Bridge Project Funds for Project No. LSBP-08(46). Establish LSBP Funds in the amount of $34,008.20 for relocation of power poles on County Road 176 and request for reimbursement in the amount of 34,008.20.
Approved reimbursement for Supervisors Neill, Hurst, Tucker, Fluker, Browning, and Chancery Court Clerk Casey Carpenter to attend the Mississippi Association of Planning and Development Districts Conference on April 23-26, in Biloxi, Miss.
Accepted the estimate to repair three damaged windows in the back of the Carrollton Tax Office.
Agreed to advertise in The Conservative that Beat 4 will be selling a 2001 Chevy 1500 and a 2001 Dodge Ram 1500.
Agreed to void, stop payment on, and reissue check #96051 written to Cigna in the amount of $412.79 due to the original being lost in the mail.
Agreed to the spread of the following items: the Carroll County Regional Correctional Facility January 2024 Meal Report, 1st and 2nd District Land Redemption Settlements for January 2024, FY-2024 Bridge Posting, Mississippi Department of Transportation Lab Report LSBP 42(2), Federal Emergency Management Agency Reimbursement in the amount of $9,991.32 for Beat 4 project 4697, County Roads 145 and 157 Site 1, Carroll County Findings and Responses for FY2022 Audit, Closing checklist for Beat 1 Freighter Truck United States Department of Agriculture Grant, Casey Carpenter Matter of Continuing Education and Services Not Otherwise Provided, Public Hearing for the County to purchase 2 police vehicles was held on Feb. 26, 2024, but advertisement was run Feb. 15, 2024, Casey Carpenter Certificate of Completion for Chancery Court Clerks Continuing Education Course, Carroll County School District Audited Financial Statements for the year ended June 30, 2022 will be on file at the Chancery Clerks Office, and Carroll County Compiled Financial Statements for year ended September 30, 2022 will be on file in the Chancery Clerk’s Office.
