The Carroll County Board of Supervisors signed a new proclamation of existence for a local emergency for the rainfall from May 13, 2019.
Emergency Management and Civil Defense Director Ken Strachan told supervisors through text that he has to meet with officials from the Federal Emergency Management Agency in Grenada and will report back on what is the county’s next step.
County engineer Shane Correro told Supervisors to keep up with all receipts and document everything they do concerning the funding from FEMA.
In other business, board attorney Kevin Horan informed board members that he had spoken with Greg Thompson with International Right of Way. He said the company would use .69 acres of the right-of-way and leave the county with 1.3 acres.
Horan said the land had been appraised at $3,100 by IROW, and they had a bid for $1,950, which is fair market value. The project, which splits Beats 1 and 2, will be a bridge replacement project, and Horan said an access road will be moved from where it is now to a new location.
Horan said the main concern was a brick tower was that located near the current bridge that will be replaced.
“Greg told me the way the specs are set up, the towers, what they refer to as ‘the brick tower structure’ will not be disturbed,” Horan said.
He said it was concern from the community that the towers that were a part of an older bridge would be removed and were “near and dear to those in the community heart.”
Horan said Thompson told him there are no plans to move the towers and even if specs change, which he said could be minor changes, Thompson assured him the towers won’t be moved. He asked that the matter be taken under advisement to give Supervisors Jim Neill and Terry Brown time to talk to their constituents, and he’d invite Thompson to the June 3 board meeting in Vaiden to answer any questions or concerns that may arise.
Also, the board approved that Local System Bridge Project funds be used for County Road 71. Supervisor Claude Fluker said a bridge needs to be replaced and asked to use the funds. He said the bridge is split between his Beat 4 and Supervisor Jim Neill’s Beat 1.
As an exchange, Fluker said he would back off of State Aid money that will come available in 2020 and would help the other supervisors with their projects. Supervisor Dill Tucker asked if the money could be used for some of his bridges, but Shane Correro with Willis Engineering said because his roads were State Aid roads, he couldn’t use the money and would have to change his roads from State Aid to LSBP in order for him to use the money.
The board approved the matter 4-1 with Tucker voting no.
Also, the board:
*Approved reimbursement for Barbara Matthews, Johnny Marlow, Sugar Mullins and Durward Stanton for trainings in May, July, and September.
*Approved the purchase of RipRap for County Roads 177 and 172 in Beat 3 from Dunham for $43.75 a ton.
