Resurfacing started Thursday morning and finished late that afternoon on Winona Road in North Carrollton that extended from the intersection of Jefferson Street up Winona Road past the school bus shop. The first phase of road resurfacing was done by Double S Construction. The total cost of both phases of road resurfacing has an estimated cost of $68,500 after Atmos Energy caused damage to the pavement while working on gas lines. Supervisor Jim Neill requested the county send a repair bill to Atmos, and the company settled the matter with the county. According to North Carrollton Mayor Ken Strachan, the last time this stretch of Winona Road was paved was over 15 years ago in May 2003 with a Community Development Block Grant which was in Strachan’s first term as mayor.
