WINONA – Two individuals were arrested and charged with drug possession charges over the weekend.
According to Captain Dan Herod, chief investigator at the Winona Police Department, on Sunday evening at approximately 9:45 p.m., Winona police officers led by Chief Tommy Bibbs and Herod went to a residence on Lowery Lane in Winona to serve a Mississippi Department of Corrections warrant on Alan James Chapman of Winona. Chapman was taken into custody without incident.
Herod said after a search of the residence, two other individuals were arrested for drug possession.
Jessica Leigh Rusoe, 39, of Alcorn County was arrested and charged with two counts possession of crystal methamphetamine. Dennis Mullen, 48, of Winona was arrested and charged with one count of crystal methamphetamine.
Herod said the search also yielded a stolen four-wheeler which was found on the property.
The Carroll County Sheriff’s Department file grand larceny charges against Chapman and Mullen in connection with the stolen four-wheeler and petit larceny charges for a stolen chain saw and gas tank.
According to Carroll County Sheriff Clint Walker, the four-wheeler was stolen from a residence in McCarley and the gas tank and chain saw was taken from under a carport at a residence in the Jefferson community. Walker said the gas tank and chain saw were recovered from a residence in Carroll County.
Herod said not only were the arrests part of a joint investigation between the City of Winona and Carroll County Sheriff’s Department, Carroll County deputies assisted at the scene Sunday night.
“We want to thank Carroll County Sheriff Clint Walker and the Carroll County Sheriff’s Department for working with us on this investigation,” Herod said.
Rusoe and Mullen made their initial appearances in Winona City Court Tuesday. Public defender Lee Bailey was appointed to represent Rusoe, and Neal Marlow will represent Mullen.
Rusoe is being held on a $100,000 bond -- $50,000 for each charge – at the Webster County Jail, and Mullen is being held at the Carroll Montgomery Regional Correctional Facility in Vaiden on a $100,000 bond. Both will have preliminary hearings on Tuesday, August 21.
In an unrelated case, Mullen has been bound over to the action of grand jury in Grenada County and was out on bond at the time of his recent arrest.
