The Monday, July 29, Board of Supervisors meeting was quick and concise. The main topic of discussion was various equipment changes, sales, and purchases. To begin with, the Board approved to junk a 2012 Dodge truck from the Sheriff’s Department and have it sent to an auction company. Next on the equipment list, the Board approved the USDA Grant Resolution and agreed to allow North Central Planning and Development District to advertise for a public hearing for Beat 5 to purchase one new GMC 1500 Truck in the amount of $52,942. Following this, the Board briefly discussed repairs to be done on a bridge on County Road 243 in Beat 4. Beat 4 Supervisor Claude Fluker explained the nature of the damage done to the bridge in need of repair.
“Y’all, that’s the bridge where water took the top off of it. They’re gonna take the top of it, put it back on there, and refloor it again,” Supervisor Fluker stated.
The Board moved forward by accepting the lowest bid for work in the amount of approximately $16,000 for equipment and labor to be done by BRV Equipment.
After settling the bridge issue, the Board motioned to recess the meeting to assess equipment bids. First the Board assessed the birds for a Beat 1 Rotary Cutter HX15 Flex Wing, both bids received were rejected by Beat 1 Supervisor Jim Neill and seconded by Beat 2 Supervisor Josh Hurst. Next the Board assessed the one bid received for a Beat 1 1989 Ford Tractor from JJ Merchant in the amount of $1,877.77. This bid was also rejected by Beat 1 Supervisor Neill and seconded by Beat 5 Supervisor Randy Browning. Following this, the Board assessed the bid for the final Beat 1 item, a 1996 Ford 9000 Dump Truck in the amount of $7,777.77 placed by JJ Merchant. This bid was accepted by Beat 1 Supervisor Neill and seconded by Beat 2 Supervisor Hurst. The Board then informed those present that no bids had been received for the next item on the list, which was for Beat 4 to purchase 1 used dump truck. This concluded the business of equipment changes.
In other news, the Board:
• Agreed to a tax refund in the amount of $50.25 for a surveying mistake on land taxes.
• Approved the purchase of Tri-State online mapping software for the tax office in the approximate amount of $5,500.
• Agreed to the reimbursement for Karen Carter, Frances Williams and Mollie Jenkins to attend the Mississippi Justice Court Clerks Fall Conference in Biloxi on September 10-13.
• Approved Appendix A Preservation and Maintenance Covenant for the Carroll County Courthouse grant.
• Approved funding allocation for fiscal year 2023-2024 to the Fannie Lou Hamer Cancer Foundation in the amount of $1,000.
• Agreed to Jimmy Irwin handling the repair of the bricks at the Vaiden Courthouse that were damaged during a vehicle accident in the estimated amount of $1,500.
• Approved the State Aid Project SAP-08(8)M release from further responsibility and accepted the Contract for State Aid on the project.
• Moved the issue of approving quotes for the repair of Bridge 127 on County Road 64 in Beat 1 and Beat 4 to the next meeting.
• Agreed to the reimbursement for George Gillespie to attend the 2024 MS 911 Conference in Biloxi October 28-31.
• Handled Sanitation Department additions and deletions.
• Agreed to the spread of the following items: Farm Bureau Insurance has submitted a cost estimate to make repairs to the Vaiden Courthouse and a check in the amount of $5,334.02. The Window of the Vaiden Courthouse was replaced by Tunes Glass Company in Grenada in the amount of $1,947. Ken Strachan submitted a MEMA Certificate for Integrated Preparedness Planning Workshop, Identifying Preparedness Priority Factors, and a Request for Small Project Final Inspection DR 4697. EmSOF Grant money received in the amount of $6,097. Abundant Processing Services Request for Public Records. Report of the Grand Jury for May 2024 Circuit Term of Court. First and Second District Land Redemption Settlements. Reimbursement received for CR126 Beat 2in the amount of $140,651.78, and CR143 Beat 4 in the amount of $72,040.73. Accident report on Beat 2 pickup. CCRCF June 2024 Meal Report. Northern and Southern District Justice Court AOC Reports. Sign documents for CR157 Site 2, CR218 and CR235 for Project 4697. Carroll County Memorandum for the 2024 Public Utility Roll. Lease Purchase between Trustmark National Bank and Carroll County has been paid in full for Beat 5, 2020 Ford F150. Updated VSO reimbursement request sent to Montgomery County. Internet Use Tax Money received in the amount of $698,446.05. Beat 5 hired Cleotha Davis full-time.
