The Monday, June 2, 2025 Carroll County Board of Supervisors meeting was short and concise. Little was discussed in depth over the approximately 40 minute duration of the meeting. The highlights of this meeting are as follows.
As the first matter on the agenda, the Board heard from Carroll County Emergency Management Director Ken Strachan regarding emergency management funding for the county as a relief for the March 14-15, 2025 tornado. EMA Director Strachan updated the Board on the progress made with the declaration which was signed by the Board in a previous meeting. He explained that in a May 21, 2025 declaration from Governor Tate Reeves, Carroll County was listed among many other Mississippi counties for requesting public assistance. Public assistance would be applied to services such as emergency work and the repair or replacement of facilities damaged by the storm.
At this time, Director Strachan explained that despite also applying for individual assistance and being listed among counties requesting said assistance in the Governor’s declaration, Carroll was not among those counties granted individual assistance. Director Strachan, after explaining this issue, presented the Board with a copy of a letter signed by the Board which was sent to MEMA Assistant Director Clayton French. In this letter, Director Strachan questioned what steps the county may need to take in order to be reconsidered for individual assistance. This letter was later spread on the minutes for the meeting.
Shortly after Director Strachan’s update, the Board moved on to the approval of Engineering Estimates for roadwork to be done on College Street, Cemetery Street, and Jefferson Street. Firstly, the Board approved the preliminary Engineering Estimate in the amount of $15,120 to place asphalt on College Street. The prices for this work would be obtained from the county’s 12 month bids. It was stated in the agenda item that Beat 2 would pay for the project initially but would be reimbursed by the Town of Carrollton. This item was approved on a motion made by Beat 2 Supervisor Josh Hurst and seconded by Beat 5 Supervisor Randy Browning with all in favor.
Next, the Board approved the preliminary Engineering Estimate in the amount of $15,120 to place asphalt on Cemetery Street and the railroad at Jefferson Street. The prices for this work would also be obtained from the county’s 12 month bids. It was explained in the line item that Beat 1 would pay for this project initially and would later be reimbursed by the Town of North Carrollton. This item was approved on a motion made by Beat 1 Supervisor Jim Neill and seconded by Supervisor Hurst with all in favor.
As the final major matter to be discussed during the meeting, Beat 4 Supervisor Claude Fluker spoke to the Board and attendees regarding the Mississippi Association of Supervisors Minority Caucus 2025 Community Legend Award. This award was presented to Claude Elam who has held various positions over the years within the Carroll community.
“We, the Mississippi Association of Supervisors Minority Caucus present a Community Legend Award to a person in the county [each year]. This year, Mr. Elam was chosen. Now, we don’t just choose anybody - he has been a real influence. He’s been a coach at J.Z. George, a teacher at J.Z. George, a teacher at Vaiden High. He’s the President of the ball fields in North Carrollton, he’s the President of the Men in Black and Blue - which is a cancer education [group]. So he does a lot for our county and we just [wanted] to thank him.” Supervisor Fluker spoke briefly about the award as well as Claude Elam’s worthiness of it.
The award was presented to Elam by Board of Supervisors President Jim Neill. The presentation of the awards was approved and documented in the meeting minutes on a motion made by Supervisor Fluker and seconded by Beat 3 Supervisor Dill Tucker with all in favor.
