Rebecca Touchstone has been declared the new election commissioner for District 2 and will serve the remainder of Jennifer Haley’s term.
Tuesday morning, Circuit Clerk Durward Stanton read a letter from the Carroll County Election Commissioners stating that because Touchstone was the only one who turned in qualifying paperwork, it alleviated the need to hold a special election.
Touchstone was serving as interim election commissioner after Haley resigned for personal reasons.
“Because there was only one qualifier, there’s no need to hold a special election,” Stanton said. Stating that the board had to declare Touchstone the winner and dispense of the special election.
He said in order for her to qualify, Touchstone needed 50 eligible signatures and she had 60, which placed her well above the threshold.
The board approved her statement of intent, voted to declare her the winner and dispense of the need for a special election.
