Much of the Monday, Nov. 25, Carroll County Board of Supervisors meeting discussions revolved around roadwork and general community improvements. One matter of particular interest on the agenda was regarding the Senior Citizen Building in North Carrollton.
“I think they got some materials donated so they’re trying to find somebody to do the labor,” Chancery Clerk Casey Carpenter introduced the subject, explaining that while renovations are in early stages, there is still no contract regarding the building.
Supervisor Claude Fluker explained that he had been contacted to consult with the Board about paying for labor costs in the amount of $1,500 for repairs.
“Well, what are they wanting? They’re wanting to up the lease, don’t they?” Supervisor Josh Hurst questioned the matter. “Is that what we’re wanting to discuss? Are we wanting to discuss the work or all of it?”
“We’re having negotiations about buying that property down there. So I don’t think we need to enter into a lease agreement until we’ve got that settled,” Supervisor Fluker replied.
“Like I said, somebody donated some material and the only thing they want is they want $1,500 to take care of the labor and stuff like that,” Supervisor Fluker explained.
The supervisors went on to discuss the condition of the building and the nature of its use. Supervisor Fluker explained that the building was used daily for food distribution among other services.
“I personally have no problem with the county paying for that, but I do think that we need that in writing, in an estimate,” Supervisor Hurst returned to the subject of labor fees. “Lay out an estimate and scope of work, like any other project.”
The Board approved to pay up to $1,500 for repairs on the Senior Citizen building contingent on proper paperwork being completed on a motion made by Supervisor Fluker and seconded by Supervisor Hurst with all in favor. The supervisors discussed the condition of the building, explaining that the building was in desperate need of repairs before it became a hazard.
The next matter of business to be discussed was brought before the Board by Supervisor Randy Browning.
“I just wanted to mention, 430 in Vaiden to 407, I don’t know who put this in effect before, but it’s got ‘no thru trucks permit required’ on it. But we have a lot of traffic through there,” Supervisor Browning introduced the topic of discussion.
He explained that he and Sheriff Clint Walker had been discussing attempting to cut the traffic down in that area, as the road conditions are continually worsening. He explained that the area of road from the railroad tracks to highway 407, near the Montgomery County line, was a particularly high traffic area. After some deliberation, it was brought to Supervisor Browning’s attention that the sign had been placed on that road due to the presence of a low weight bridge on the strip. While there are no county ordinances in place which could be utilized by the deputies to cut down on traffic in the area, the Board discussed other possible options for controlling the excess traffic. Supervisor Jim Neill suggested contacting the company, whose trucks were violating the low weight restriction, directly and informing them of the illegal use of the bridge. The Board seemed to settle on this as a possible solution, as the subject was not discussed further.

• Approved to pay the following claims: Double S Inc. for CR123 Beat 2 in the amount of $172,281.05, for CR286 Beat 1 in the amount of $163,957, CR217 Beat 4 in the amount of $48,266.81, CR49 Beat 4 in the amount of $17,776.50, CR 26 Beat 5 in the amount of $58,288, CR264 Beat 5 in the amount of $28,837, and for Beat 4 SB2468 Projects in the amount of $474,061.42, and Willis Engineering for the 24 County Wide Road Improvement CR286, 126, 123, 217, 148, 49, 26, 27, and 264 in the amount of $58,288; to be paid from Senate Bill 2468 funds any money over the allocated amount will come out of Internet, Road Funds, and House Bill 603 Funds. Donations to the Town of Carrollton and Town of Vaiden in the amount of $500/each for their Christmas Parades.

• Agreed to reimburse Karen Carter, Frances Williams, and Mollie Jenkins to attend the Mississippi Justice Court Clerks Conference in Tunica, MS, February 11-14, 2025.
• Approved to junk a fix machine in the Carrollton Courthouse.
• Approved the following State Aid Road Projects: SAP-08(9)M county wide project, SABP-08(4) CR75 Bridge Beat 3, SABP-08(03) CR272 Beats 1 and 4, SABP-08(02) CR211 Beat 4, and LSBP-08(48) CR316, LSBP-08(49) CR105, LSBP-08(50) CR159, LSBP-08(51) CR278.
• Agreed to advertise in The Greenwood Commonwealth or any other newspaper that is required by MDAH, to accept bids for the Carrollton Courthouse Project.
• Discussed MDEQ Tire Sites.
• Approved to spread the following items: Beat 3 hired Matthew Streater, effective Nov. 5, 2024. The Sheriff's Department hired Judy Mainelli part-time, effective Oct. 30, 2024.
