Tuesday, the City of Winona Board of Aldermen was back in full swing. Two of the board members, Alderman Mickey Austin and Alderwoman Sylvia Clark, had been out due to medical issues. Austin returned earlier this month and Tuesday was Clark’s first meeting back.
