The Tuesday, May 7, Carrollton Board of Alderman meeting began with a warming prayer, given by Alderman Bo Milton. The meeting was conducted with only three of five aldermen present, with Alderman Tommy Goodman and Alderwoman Daphne Williams absent from the meeting. Business began with Water Operator Galen Shumaker giving his report on current water projects in Carrollton. This included informing the Board of the new pumps functioning, local leaks that had been fixed, and updating the Board on the water meter project in progress. Shumaker consulted with Carrollton Project Manager Kyle Grubb of Willis Engineering briefly about the progress of replacing water meters. Following his report, Shumaker excused himself from the meeting to attend the North Carrollton Board of Alderman meeting and give his report there.
Following Shumaker’s report, the Board heard the grievances of College Street Resident David Campbell regarding recent construction work in the area causing water drainage issues on his property.
“Mr. Campbell’s main concern is some water being put off on him from some of the work that the contractor did. I told the contractor about it, and they are supposed to be moving in to fix all of this, they just haven’t yet,” Grubb explained, introducing the subject of concern.
Campbell expressed his concerns for the issues of water stagnation causing erosion problems as well as his driveway washing out as a result. Project Manager Grubb assured that the damage done by construction work would be repaired stating everything would be “put back the way it was before.”
Next on night’s list of speakers, Project Manager Grubb gave his report to the Board, regarding project updates. He updated the Board on the ongoing drainage project for the areas of Jackson St., Lexington St., and College St. He answered Mayor Pam Lee’s questions regarding the warranty of the project, informing the Board of a one-year warranty beginning from the time that the project is officially closed out. He assured that most anything short of an act of God was covered in the warranty. In addition, he informed the Board of the progress in the ongoing water meter project, which has completed its designing stage and the plans have been sent to the Department of health for approval. Upon questioning of the landmark water tower project from Mayor Lee, Grubb informed the Board that a permit form for work has been sent to the Mississippi Department of Transportation for approval to move forward with the work. Within the mass of updates, it was mentioned that the Town of Carrollton would also be seeking assistance from MDOT in funding a sidewalk renovation project.
In other business the Board:
- Approved the agenda for the night’s meeting, accepting a few minor changes.
- Approved the Minutes.
- Agreed to meet with a Century Construction representative at the next June 4 meeting to discuss a contract providing services in handling disaster relief paperwork and construction project advising and consulting.
- Approved to pay the bills.
- Agreed to meet with a Mississippi Highway Patrol representative at the June 4 meeting regarding enforcement of newly repainted no-parking zones and speed limits within town.
- Discussed drainage issues near the City Hall and seeking assistance from the fire department in addressing the issues.
- Discussed the filling of potholes.
- Agreed to table several meetings with maintenance and engineering representatives for the June 4 meeting, to be heard by the entire Board.
- Signed a Proclamation of the Existence of a Local Emergency and Resolution Requesting the Governor to Proclaim a State of Emergency.
- Approved $100 advertising for the Extension Service to assist in the organization of the Big Sand Farmers Market.
- Agreed to participate in the District 3 Regional Hazard Mitigation Plan.
- Approved Ken Strachan as the Board Representative for the Mitigation Plan.
- Discussed drainage issues around the Masonic Lodge.
- Was informed by Mayor Lee on three Certificates of Appropriateness given from the Carrollton Historic Preservation Commission in addition to building permits to Bill Gillespie, Sandra McKay, and Ava Whitfield for renovations to be completed on their properties.
- Was informed by Mayor Lee of the recent or pending transfer in ownership of Stanhope, Tanglewood, and The Oaks properties.
